The Commonwealth Parliament of State is a ministerial parliament of the Commonwealth that governs its foreign relations and the protection of its constitution. It is responsible for the embassies and missions of the Commonwealth abroad, its civilian aid and relief, and the legations of the republics at home.
The Commonwealth’s universalist political traditions have been preoccupied with international suffering since its founding in 1965, and its aid abroad has been well funded throughout. It is one of the world’s largest exporters of medical aid, with doctors and nurses spending time overseas as part of their training.
Broadly, the responsibilities of the State Parliament include:
- Conduct of foreign policy and diplomatic relations.
- Administration of embassies, consulates and missions abroad.
- Provision of civilian aid and disaster relief abroad.
- Protection of the constitutional order and federal integrity.
- Accreditation of the legations of the republics.
Diplomatic relations are conducted by the Bureau of State, and civilian aid by the Bureau of Foreign Alms and Relief. The Bureau of Security is responsible for the constitutional order, and the Bureau of Interior Delegations for the legations of the republics.
The Commonwealth Levy, the standing professional force of the Commonwealth Armed Forces for intervention abroad, is administered under the parliament and not the Ministry of Defence. With the Common Navy, it is described in the Commonwealth as bread and sword: the Levy’s mandate is force projected abroad, and the Navy’s is relief.
