The Ministry of Commerce (COSMOSOL) holds the money of Vekllei. Despite the functional moneylessness of domestic life, commerce at the federal level remains substantial – the sweep, the export levy, transfers between republics, international trade, government bonds, securities markets, foreign reserves and currency production are all conducted through the ministry. Its constituent bureaux and statutory bodies are among the busiest in federal government. Common responsibilities include:
- Collecting the sweep and paying the municipal and workplace share
- Paying the equalisation transfer to poorer municipalities
- Issuing export permits, collecting the federal levy and issuing import credits
- Keeping the foreign exchange reserves and the sovereign fund, and issuing government bonds, including the Blue Bonds
- Minting and distributing the Vekllei Crown
- Oversight of securities markets through the Commonwealth Securities Exchange
- Keeping the registry of patents and marks and licensing foreign designs
The figures the ministry collects and pays against are kept by the Ministry of Accounts. Most of the ministry’s work is conducted by the Treasury, which collects the sweep, pays the equalisation transfer and operates the GAIA automatic financial relay system, introduced in 2055. Vekllei has a reputation as a financial capital for its political neutrality and location between Europe and the Americas, and is among the largest centres of international commerce and exchange in the world. The Ministry of Commerce is led by its First Minister, elected from within by professional staff.
