The Bureau of Trade is a bureau of the Ministry of Commerce. It issues export permits to Commonwealth firms, collects the federal levy on exports and issues the import credits that exporters are paid in. It also keeps the registry of patents and trademarks and licenses foreign designs for manufacture in Vekllei. It reports to the Treasury.
Firms and municipal corporations may export once domestic demand is met. The permit is provided retrospectively at the end of the quarter, and is calculated in hindsight as a fee of 5 per cent of export revenue. Most exports are first subject to a federal levy of 10 per cent, and hydrocarbons to a levy of 55 per cent. Exported cargoes are still stamped and tracked by the bureau’s port offices.
When a foreign design is popular at home, a Commonwealth manufacturer usually builds it under licence. The bureau negotiates these licences with the foreign firm and pays for them from the reserves of the Treasury. A Japanese toaster found on shelves across the country is generally one of them.
