The Commonwealth Parliament of Bread and Roses is a superior ministry of the Vekllei Government. It is led by a First Secretary, who reports directly to the Cabinet. Named for the labour organising principle that people need both material sustenance and spiritual fulfilment, the Parliament monitors and maintains the social conditions that make Vekllei’s moneyless society work.
Where other parliaments handle specific policy areas, Bread and Roses operates across all ministries from the perspective of social stability. The commons system depends on reciprocal obligations, community bonds and cultural practices that keep it from collapsing into shortage or coercion, and the Parliament tracks these factors across all 83 republics.
The Parliament also manages the principle of subsidiarity; that decisions should be made at the most local level possible, with higher authorities supporting rather than replacing community initiative. This sits in natural tension with its own monitoring role, as wryly noted by many in its service.
Broadly, the responsibilities of the Parliament of Bread and Roses include:
- Monitoring social cohesion and community health across all republics.
- Monitoring immigration and cultural integration.
- Oversight of subsidiarity and community self-determination.
- Administration of programmes supporting families and the disabled.
- Coordination of voluntary service and Work Action Groups.
- Management of social development programmes and experimental community arrangements.
- Coordination of volunteer service systems.
The Parliament of Bread and Roses is led by the State Secretary for Bread and Roses, who is a member of the Cabinet. It is represented in the Commonwealth Council by the First Secretary of Bread and Roses.
