The Bureau of Voluntary Service is a bureau of the Parliament of Bread and Roses. It keeps the register of civil associations in the Commonwealth and supports Work Action Groups through the Commonwealth Volunteer Service. It was established in 1989 as the Bureau of Civic Mobilisation, and is headquartered at Commonwealth Civic House in Kairi.

Volunteerism is considered a legal occupation in the Commonwealth. As such, someone may “work” three days a week across professional jobs and on the fourth volunteer as a firefighter or military reservist. The commons also encourages the proliferation of newspapers, magazines and sporting clubs, and most of them are entered in the bureau’s register, although registration is voluntary.
