The Bureau of Citizenship is a bureau of the Parliament of Bread and Roses. It keeps the Civil Register of births, deaths, marriages and names, decides citizenship and residency, and issues the Commonwealth passport. It was established in 1959 and is headquartered at the Commonwealth Civil Register Building in Oslola.
The Commonwealth has attracted millions of immigrants since independence, and between 1965 and 2065 about 8 million settled there, drawn by economic opportunity and political stability. The bureau decides their citizenship under the Century Society Laws, which promised citizenship to any person with a tertiary qualification fleeing a persecuting regime. The laws were made more restrictive in 2038, and then again in 2045, to ease migrant pressures on dense Commonwealth cities.
Passports can be arranged at any passport office or remotely via a post office. Integration of new arrivals into the cities is partly the work of the Bureau of Housing, which mixes cultural groups through programmes designed to incentivise mixed neighbourhoods and assimilation.
