The Bureau of State is a bureau of the Parliament of State. It keeps the embassies, consulates and missions of the Commonwealth abroad, conducts its relations with foreign governments and accredits foreign diplomats in Comet. It is the largest bureau of the parliament by persons employed, and most of its staff are posted abroad. It was established in 1949 and is headquartered at the Commonwealth Chancery in Oslola.

The Commonwealth has a diplomatic mission in nearly every country, and its diplomats belong to the State Service, which was formed as the professional staff of the bureau in 1949. Most of its officers spend the greater part of their careers abroad. The bureau keeps about 170 missions, comprising consulates, interest sites and embassies, and these are packed with diplomats and analysts familiar with the local territory. Foreign embassies deal with the bureau and not with the 83 republics, which have no foreign policy of their own.

The bureau’s work includes:

  • Relations with foreign governments, through regional desks for Europe, the Americas, Africa and Asia and the Pacific.
  • The premises and administration of embassies abroad.
  • The accreditation of foreign diplomats.
  • State visits and ceremonies, through the Protocol Office.
  • Travel advisories for citizens abroad, which are signed PARSTATE.

Foreign ambassadors present their credentials at Comet, which most of them reach through Jetport Vekllei on Meteor. Many of them keep their residences in Oslola, and fly in for business. The consular branch of the State Service handles the protection of citizens abroad and the issue of visas. Diplomats are also often deputed to the Bureau of Trade, the Bureau of Foreign Alms and Relief and to State Secretaries with a foreign brief.

The bureau is led by the Permanent Secretary of State, a senior officer of the State Service who reports to the Parliament of State.
