The Bureau of Policy Research is responsible for policy research for the Mandatory Ecclesia and the State Secretaries. It is part of the Ministry of the Commonwealth, and was established in 2001 with its headquarters at the Commonwealth Policy Institute in Oslola.
Since the Mandatory Ecclesia reviews inter-ministerial legislation but holds no power to generate law on its own motion, a lot of the bureau’s work is on bills that cross several ministries. State Secretaries hold inter-ministerial authority for defined programmes, and are generally briefed by the bureau when they are commissioned. Its reports also go to the Cabinet, which advises the Consilia and the civil service. Research on foreign trade is done with the Institute for Economics Research of the Treasury, and the bureau’s researchers also teach at the Commonwealth School of Public Service.
