The Bureau of Charters is a bureau of the Ministry of the Commonwealth. It keeps the register of every chartered body in Vekllei, including municipalities, metropolises, municipal corporations, bureau corporations, private companies and the state’s own enterprises. A body must hold a registered charter to trade with the state or abroad. The bureau also keeps the treaty of accession of every republic. It was established in 1983 as the Bureau of Commonwealth Corporations, and took its present name when it took over the register of municipal charters.

Incorporation is granted by the Republic Assembly, and the bureau registers it. A municipality is entered in the register with its borders, its assembly and its corporation, and from that date may trade its aggregate output with the state and negotiate with large firms for investment and export. The bureau also keeps the standard charter that most municipalities adopt, which was last revised in 2041. Provinces and other unincorporated areas hold no charter.

Federalisation is conducted by interwork detachments formed for each new republic, and the bureau keeps the instruments that outlast them – the treaty of accession, the ratification of the Constitution by the new republic’s assembly and the schedules of federal law that apply to it from accession and later. The Guinea Federalisation Interwork Detachment, which manages the federalisation of Annobon and Java, has had staff seconded from the bureau since it was formed over two decades ago.

Companies and corporations are chartered in the same way as municipalities. When a firm’s costs remain higher than the value of its output and it is allowed to fail, the bureau winds it up, returns its plant to its owners and closes its charter. About 300 firms are wound up in an ordinary year.
