The National Economic Register (NER, commonly the Register) is a bureau of the Ministry of Accounts. It records the occupation of every registered worker in the Commonwealth and sets the reference values that the commons is accounted in. It is the largest bureau of the ministry. The Register is headquartered in Virgin, and is networked with identical databases in Oslola.

Vekllei people aged 22 to 50 in incorporated areas have a legal obligation to be occupied in some capacity under Regular Service, a term which includes education and housework. The Register keeps the database of these occupations. It does not place workers or enforce the obligation, which is the work of the Bureau of Regular Service. Most registrations are made by the worker or the workplace, and the Register checks them by polling a sample of employment agreements submitted through its network.

The Register also computes the skill factor for every occupation and the reference prices for goods with no foreign equivalent, and keeps the peer basket of foreign economies that services are valued against. These figures are revised each quarter and published in the Register Gazette. Firms cannot set their own skill factor, so the only cost under a firm’s control is waste.

Two Registers, One Obligation

The Register recognises different categories of workers participating in the Commonwealth’s social economy. Specialists are highly trained and tend to be self-motivated, involved in important work dependent on them. These comprise engineers, doctors, architects, and so on, who are generally unlikely to switch careers or have substantial obligations elsewhere. This is in contrast to an itinerant worker who may hold several titles at once, since it is common practice in the country for low-skill and entry-level workers to diversify their time across different jobs.

Although the distinction between the two is not a legal category, it does reflect the broad economics found in the the accounted cost of labour. In this sense, specialist work is concentrated into centralised and important posts, whereas untrained work is less consequential and thus reflects informal and infrequent arrangements. The Register monitors both through “polling,” which is generally a sample of employment agreements submitted through its network.

Figures below are generated from the Work Pattern table published for the commons economy, cross-referenced against each republic’s population and occupation mix in the NER’s own registers. They are Register estimates, not a census.

Weekly hours are totalled across every registered post a person holds at once, not per post. National mean: 19.0h/week against a 40h conventional comparator (48%), and 2.1 concurrent registrations per person on average.

The specialist’s week and the itinerant’s week arrive at similar totals by different roads. A single full-time post averages about 20 hours a week, which is half of a conventional 40-hour week abroad. The most common pattern is several part-time posts, held by 38 per cent of registered workers, usually three at a time and about 15 hours a week in total. Each post is registered separately, and so the Register has a lot more paperwork for these workers than for specialists.

Regional Variation

The share of each pattern varies between republics with their size and the mix of their occupations. Oslola is historically the centre of industry, education and administration in the Commonwealth, and Kairi is the industrial heart of the Kalina island group. Both register more single full-time posts than the national share. The smaller island republics register more part-time posts.
