The Defence Civil Service is the statutory service of civilian officers of the Ministry of Defence. Its members hold no military attestation. They manage the defence estate of ranges, depots, airfields and harbours, and hold the civilian posts of the Establishments, where specifications are written and procurement is carried out. Others serve in the Defence Home Commission, which provides welfare and resettlement for veterans.

The service was constituted in 1966 under the Demobilisation commission, which took over a large wartime estate of land and buildings whose ownership was often unclear. The estates branch still maintains the register of defence land, and much of its work is the transfer of disused defence property to republics and other ministries.
