The Commonwealth Central Secretariat is the statutory service of clerks and secretaries in the headquarters of the federal government. Its officers take the minutes of the ministries and parliaments, clerk the Mandatory Ecclesia and staff the Bureau of Interior Delegations. Its cadre authority is the Ministry of the Commonwealth, and it was constituted in 1965, the year of independence.
The Secretariat also gives the State Secretaries their offices, since a State Secretary is commissioned without one. Its officers are the usual choice when an interwork detachment needs a secretary, and most detachments have at least one. Recruitment is by open examination, which is set with the Bureau of Accreditation.
