The Bureau of the Merchant Marine is responsible for merchant shipping in the Commonwealth, and for the ports of the Ministry of the Interior. It registers ships under the Commonwealth flag, certifies their crews and surveys them for seaworthiness. It was established in 1971, with its headquarters at Commonwealth Maritime House on Cama.
Most freight between the republics goes by sea, and most of it is carried by Commonwealth Lines, about the 16th largest shipping company in the world. Its fleet of over 150 cargo ships is almost entirely nuclear, and almost all of them were built by Argo Meridian, the only builder of large merchant ships in the country. Commonwealth Lines also runs the passenger ferries between the islands, including the submarine ferries of the Arctic republics.
Customs at the ports belongs to the Bureau of the Frontier, and search and rescue at sea to the cutters of the Territorial Service. Senior posts in the bureau are held by officers of the Interior Service, and most of its staff are seamen and port staff, many of them members of the National Union of Railwaymen and Seamen.
