The Bureau of Overseas Education is a bureau of the Parliament of Education. It places Commonwealth students at schools and universities abroad and foreign students in the Commonwealth. It was established in 1966 and is headquartered at Overseas Education House in Antigua.
In order to study abroad, Commonwealth students must be sponsored by a foreigner, receive a partial scholarship from an overseas university, or receive funding from their tertiary place of study. About one in four study overseas for some period of time, and most of the sponsorships are arranged through the bureau. Competency-based grading does not always accredit easily with systems outside of the Commonwealth, so its Foreign Qualifications Office also writes the transcripts they take with them.
Education as a service is a major export of the Commonwealth, and the bureau sends teachers abroad to schools that have taken up the Atlantic Model. It also books the class trip overseas, traditionally to Europe or Asia, with which most students celebrate graduation.
