The Commonwealth Administrative Service (CAS) is the mandatory service of administrators in the Commonwealth. Most republic governments, and the republic offices of the devolved bureaus, take their senior officials from it. Its cadre authority is the Ministry of the Commonwealth.
The service dates from 1966 and the Constitutional Settlement commission of State Secretary Einar MagnΓΊsson. After the war most of the small republics had no administrative class of their own, and they took federal officers into their governments on condition that they could choose among them. The republics still choose among the officers allotted to them today, and the service itself appoints nobody to a particular post.
There are 62 republic and joint cadres, since small neighbouring republics usually share one. Oslola has a large civil service of its own, and takes officers of the service mostly for its federal offices. The Territories cadre, shared with the other mandatory services, sends officers to territories with no republic government, most recently Annobon, Java and the International Arctic Territories, and a posting there is generally regarded as a step towards senior office.
