The Commonwealth Industrial Congress is the assembly of the industrial bureaus of the Parliament of Milk and Honey. It sits twice a year in Karu, and every major organisation of the bureau system sends a delegate to it. The Congress nominates most of the candidates for the fourteen professional seats of the parliament, which are elected by the workers of the bureau system. The Congress also decides the placement of plant that serves several republics, like a steel mill or a shipyard, and keeps the reserve production facilities of the Commonwealth.
The economies of scale that service much of Commonwealth life are often in conflict with the localism and subsidiarity of the country’s administration.
Example
A steel mill might serve a dozen republics but can only be built in one location – and its construction can attract lucrative federal investment. The congress negotiates these placements and manages the political tensions that arise. This includes determining when smaller republics should keep local manufacturing versus relying on imports from industrial centres.
The reserve production facilities normally operate at reduced capacity but can expand during crises, so that the country can scale shipbuilding or refining at short notice. The Congress keeps them and the plans for industrial mobilisation in an emergency.
