The Health Democracy Commission (HDC) is a statutory body set up to receive, assess, resolve and prosecute complaints in the public health system. It also acts an advocate for the rights, dignity and welfare of patients in tribunals and legal disputes.
Unlike most complaints bodies, the commission can prosecute, and its Office of Health Prosecutions brings cases before the health tribunals. Since treatment is not paid for in the Commonwealth, complaints are rarely about money and mostly about delay, manners and mistakes. About 9,000 are made in an ordinary year, and most are settled by a letter from the hospital.
