Councils in Vekllei are deliberative bodies that sit alongside an elected assembly and hold no legislative authority of their own. They are found at every level of government, and are most numerous in the municipality. A municipal assembly has ten to fifteen members, so much of the work of local government falls to its councils.

Generally, a municipality maintains:
- A Civic Ecclesia, where administrative officers and appointed citizens coordinate local services
- An Industrial Ecclesia, where workplace representatives coordinate labour and economic matters
- A Heliaea, the community court, which handles local disputes and minor criminal matters
- Voluntary Councils, the cultural, academic and interest-based bodies that provide advisory input
Regional Assemblies comprise the First Secretaries of member republics and provide a measure of inter-republic coordination. These are things that work best when shared between republics, including common infrastructure, specialised emergency services and certain resources. Regions are not independent authorities analogous to a state in other federal countries, and have a functional and strategic character.
At the federal level the Mandatory Ecclesia confirms State Secretary appointments, reviews inter-ministerial legislation and arbitrates constitutional questions. It holds no power to generate law on its own motion. The ministerial parliaments govern their professional domains through their own internal democracy.
Most Vekllei people meet politics in their municipality and their republic, not in the federal chamber, and generally through one of these councils.
