The geography makes this difficult. The bureau coordinates these movements across 83 republics of varying size and development, which involves tracking not just primary extraction but also secondary materials from recycling, seasonal production variation and complex interdependencies between industries.

Its decisions are frequently contested — republics that feel their material needs have been deprioritised have little recourse beyond petition, and the bureau’s assessments of “productive use” are subjective by nature.
