Constituent Republics

A Constituent Republic is the basic sovereign unit within Vekllei, functioning as a city-state with substantial autonomy and devolved powers. They retain their own legislatures and can write their own laws subject to the Constitution, and are organised into regional commonwealths that serve as regional coordination bodies. The largest republics have millions of people; the smallest have only a few thousand.

Republics are distinguished from regular local government by several criteria. They are generally self-sufficient and include surrounding areas capable of agriculture and industry. They retain their own lower courts and maintain strengthened local democracy through Republic Assemblies elected by municipal delegates. They also exercise substantial economic authority through their constituent municipalities, which form municipal corporations capable of domestic and international trade.

Each republic contains a mix of incorporated areasmunicipalities and metropolises with autonomous governance and a direct investment relationship with superior bodies – and unincorporated areas like provinces, which comprise the rural and empty spaces between settlements. This internal geography matters for how the republic actually functions. The productive capacity that gives a republic standing in the commons economy flows primarily from its incorporated communities, whose municipal corporations aggregate output and negotiate investment. Provincial areas contribute informally and are administered directly by the republican government, which allocates services to them at its own discretion rather than as a participant in formal trade.

The vertical fiscal imbalance in Vekllei’s federal structure means republics maintain more direct economic relationships with the Commonwealth than their intermediate constituent commonwealths, which primarily handle coordination and administration in the civil service. The actual power dynamic runs federal-republic-municipality, with republics serving as the crucial link between Commonwealth policy and local municipal economic activity.
