Without market prices to indicate where goods are needed most, the bureau develops alternative methods for setting distribution priorities β balancing immediate needs, seasonal variations, transport efficiency and community preferences. Essential goods are supposed to reach everyone regardless of their island’s size or output, but remote republics with poor shipping connections often receive goods later and with less variety than major population centres.
