Bureau of Residences & Factories

The Bureau of Residences & Factories is a bureau of the Parliament of Milk and Honey that manages the integration of workplaces and residential communities. It is closely associated with but distinct from the Bureau of Housing, which handles development and construction. The Bureau of Residences & Factories concerns itself with how production and domestic life coexist — where factories sit relative to homes, how industrial logistics move through neighbourhoods, and how communities absorb the noise and disruption that comes with manufacturing.

On many of Vekllei’s smaller republics, conventional industrial zoning is impractical. There is simply not enough land to segregate factories from housing. The bureau developed models where small-scale manufacturing becomes part of neighbourhood life: textile workshops next to housing clusters, food processing integrated with community kitchens, and cooperatives embedded within residential districts. This requires careful planning to manage the realities of industrial production — truck access, emissions, shift-work noise — alongside the daily routines of families and commuters.
