    A Constituent Republic is the basic sovereign unit within Vekllei, functioning as a city-state with substantial autonomy and devolved powers. The largest republics have millions of people; the smallest have only a few thousand.

They retain their own lower courts and maintain strengthened local democracy through Republic Assemblies elected by municipal delegates. They also exercise substantial economic authority through their constituent municipalities, which form municipal corporations capable of domestic and international trade.

    The vertical fiscal imbalance in Vekllei’s federal structure means republics maintain more direct economic relationships with the Commonwealth than their intermediate constituent commonwealths, which primarily handle coordination and administration in the civil service. The actual power dynamic runs federal-republic-municipality, with republics serving as the crucial link between Commonwealth policy and local municipal economic activity.
