Unincorporated Areas of Vekllei

Unincorporated areas are regions within Vekllei without autonomous governance, subject to direct republican or federal administration. These areas lack the sovereignty granted to incorporated areas and remain under the laws and development planning of their parent republic or the Commonwealth itself. Vekllei has two types of unincorporated areas:

  • Provinces are rural areas within republics that may contain scattered populations but lack formal settlements. They typically comprise agricultural lands, outposts, stations, national parks and other areas under republican control but not part of incorporated settlements – essentially the “empty areas” between towns and cities.
  • Territories are unincorporated areas under direct federal administration, including the Antarctic and Lunar Territories, which retain their own administrative structures but are governed by the Commonwealth rather than as sovereign republics.

The distinction between incorporated and unincorporated status matters for governance and economic activity. Unincorporated areas cannot form municipal corporations or negotiate trade independently. Development decisions flow from republican or federal authorities rather than local assemblies. People living in provinces fall under republican jurisdiction, while those in territories answer directly to federal administration. This creates a clear hierarchy where incorporation signals autonomous governance and unincorporated status signals dependent administration.
